    North Central London Annual Child Death Report

    Report of the Director of Public Health.

     

    It is a legal requirement in England for Child Death Overview Panels (CDOPs) to review the deaths of all children up to the age of 18 years to help learn lessons from these deaths and identify ways to prevent future tragedies. Every child death is subject to a child death review (CDR) meeting, regardless of how they died.

     

    The Camden public health team have led on the development of this report for the past two years. It was written on behalf of North Central London (NCL) CDR partners of the NHS Integrated Care Board and the five Local Authorities of NCL (Barnet, Camden, Enfield, Haringey, and Islington).

     

    The 2024/25 NCL annual child death report consists of four main sections:

    1)     Quantitative findings

    2)     Case review of child deaths

    3)     Progress on actions

    4)     Recommendations

     

    This report provides a summary of key findings from the 2024/25 annual NCL child death report, along with progress against last year’s recommendations and recommendations resulting from this year’s findings. This report also includes two case studies which illustrate the complex mix of social factors that collectively contributed to a state of vulnerability and ill health in the children. In particular, mental ill health, domestic abuse and serious youth violence are linked to a range of other complex social factors in many child death cases.

     

    This report is intended to provide an overview about child deaths in NCL and highlight the recommendations that need to be taken forward across different parts of our health and care system that might prevent future child deaths. The Health and Wellbeing Board are invited to consider the implications for Camden. The full annual report for 2024/25 is included as an appendix.

    Introduction to Camden Integrator

    Report of the Director of Strategy, UCLH NHS Foundation Trust.

     

    In July 2025 a partnership between Camden GP Federations (Camden Health Partners (CHP) and Camden Health Evolution (CHE)) and UCLH NHS Foundation Trust was endorsed as the ‘Integrator’ for the Camden Borough Partnership. This report provides an overview and background to the purpose and role of the Integrator and updates on current ambitions and progress to date.

    Public Health in Neighbourhoods

    Report of the Director of Public Health.

     

    A neighbourhood-based model of health has been proposed in both the NHS 10 Year Plan and NHS Planning Guidance as a means of addressing the growing demand and pressures on the health system - by moving care closer to communities, improving the experience and accessibility of care, and greater coordination and engagement of services and community partners at a localised level.

     

    While further guidance is expected around what a ‘neighbourhood health service’ looks like, it is important to recognise that there is already a wide range of work led by Camden’s Health & Wellbeing Department that supports a prevention and integration agenda across the borough. The principles of neighbourhood working are already embedded in Camden’s Health & Wellbeing Strategy, and Embedding Prevention in Neighbourhoods is a short-term priority for action by the Health and Wellbeing Board. This paper responds to this short-term priority.

     

    This paper presents three key action themes led by Health & Wellbeing that are already supporting the neighbourhoods agenda, as well as potential opportunities for further connection. The paper looks beyond health and care integration to consider and raise awareness of the broader range of work that could be promoted and supported by emerging local neighbourhood teams.

     

    The paper is split into 4 sections:

    •         Understanding population health needs

    •         Prevention training, campaigns and referral pathways

    •         Hyperlocal approaches

    •         Challenges and opportunities

    Work Programme of the Health and Wellbeing Board

    The Health and Wellbeing Board’s work programme is developed by Board members and partners, with oversight from the Chair of the Board and support from Camden strategy officers. The future programme is intended to be a working document and will be reviewed and agreed by the Board at every meeting. The Board is asked to note the draft programme and suggest items for inclusion at future meetings.
