    Report of the Cabinet Member for Jobs, Young People and Culture

     

    This report presents the findings and recommendations of the Camden Women’s Forum’s inquiry into women’s economic participation, exploring why women in Camden are less likely to be economically active than women across London and identifying the structural barriers that prevent many women from entering, returning to, or progressing in work. Cabinet approval is requested to note the findings of the inquiry, endorse the recommendations in principle, agree that officers take these forward through existing programmes and partnership work, and approve additional investment subject to resource availability.

    Report of the Leader of the Council

     

    This report states the Council’s intention around inclusive economic growth, as an overarching focus for the Council’s action and interventions. The report and attached statement detail why this focus is needed in the current local economic context, what we are already doing to support it, the future we want to see and what levers we have so that inclusive economic growth can be made a reality. It ends with an invitation for all in the borough to work together.

     

    The report is coming to Cabinet because the Council needs a coherent overarching focus to deliver inclusive economic growth to all in the borough.

    Street Trading and Markets Strategy 2026-2031 (SC/2026/01)

    Report of the Cabinet Member for New Homes and Community Investment

     

    This report presents Camden’s Street Trading and Markets Strategy, setting out our vision for the development of markets and trading sites to 2031. It outlines strategic approaches to supporting self-employment and inclusive growth, while ensuring the Council meets its sustainability goals, and ensuring markets remain spaces where residents and visitors spend time and meet. It also highlights the infrastructure needed to facilitate the trading activity.

     

    The report is coming to the Cabinet for approval and adoption by the Council.

    Finance and Procurement Strategy for the Redevelopment of the Building at 2 Prince of Wales Road to become Kentish Town Neighbourhood Space (SC/2026/03)

    Report of the Cabinet Member for New Homes and Community Investment

     

    This report outlines progress with the retrofit and refurbishment of the building at 2 Prince of Wales Road and seeks decisions needed to support the transformation into the Kentish Town Neighbourhood Space.

     

    The report outlines:

     

             An update on the project progress to date and the next steps required to deliver a Neighbourhood Space at this location.

     

             An update on the development costs and project budget, alongside the proposed financial strategy for delivering a Neighbourhood Space at this site.

     

             The proposed procurement strategy for the major works contractor to deliver the redevelopment works required.

     

    The report is being submitted to Cabinet in line with Contract Standing Orders which state the Cabinet must agree procurement strategies for capital contracts in excess of £5,000,000.

     

    Part II: Exempt from Publication

     

    This report has an appendix which contains information exempt within the meaning of Schedule 12A to the Local Government Act 1972 and is not for publication. The appendix has therefore been circulated to Cabinet Members only.

     

    If the Cabinet wishes to discuss the contents of a closed exempt appendix it may pass the proposed resolution identified at the end of this document to exclude members of the public and the press from the proceedings for that discussion.

    2000 Tomorrows North Central London Community Intensive Mental Health Pilot - Award of Grant to the Tavistock and Portman NHS Trust (AH/2026/03)

    Report of the Cabinet Member for Best Start for Children and Families

     

    London Borough of Camden has agreed to lead a test and learn pilot across North Central London (NCL). A new clinically led team will be based in Camden and provide intensive, therapeutic, community-based support to adolescents aged 13–18 with a history of complex trauma and escalating behaviours that cannot be managed within existing service structures.

     

    The pilot will involve developing and hosting a small multi-disciplinary team to support families of children with complex mental health and/or behavioural presentations/needs. This team will be based within the Directorate for Relational Practice and will consist of 5.5 posts with two posts employed by the Tavistock and Portman Trust and the rest by LB Camden. The proposed grant will fund the posts seconded in from the Tavistock.

     

    In the first phase, the pilot will be delivered across the London Boroughs of Camden, Islington and Barnet, funded through £500,000 of NHS funding in 2025/26 from NHS North Central and East London (NCEL) CAMHS Provider Collaborative. The NCEL Collaborative is made up five NHS Provider Trusts and an independent service provider. It provides Child and Adolescent Mental Health Inpatient / Child and Adolescent Mental Health Services (CAMHS) to children and young people aged 13-18 years living in North and North East London.  The London Borough of Newham is leading a parallel pilot across North-East London.

     

    The pilot will be operational initially for one year, with the potential to extend into a second year should funding be available and the outcome of an independent evaluation being carried out by University College London Partners (UCLP).  Each test and learn site is expected to work with circa 10 children each over the course of the first year - 20 in total for year 1 across both pilots. The intention in the longer term, is that NCEL Provider Collaborative identify further funding to roll out to all five North Central London (NCL) boroughs, if there is merit in this model. In NCL this will mean expanding to work across the London Boroughs of Enfield and Haringey.

     

    This report seeks Cabinet approval to award a grant of £231,007 to the Tavistock and Portman NHS Trust for the recruitment of a specialist mental health nursing and occupational therapy posts as part of the North Central London Complex Adolescent Intensive Pilot.

     

    The decision is required because the grant value exceeds £100,000 per annum, which is above the threshold for delegated authority under the Council’s Constitution.

    Camden Youth Justice Plan 2025 - 2028 (CL/2026/24)

    Report of the Cabinet Member for Jobs, Young People and Culture

     

    The report summarises performance data from 2024-25 and the new priorities of the Camden Youth Justice 2025 - 2028 plan. It provides an overview of progress from the previous plan, references national and regional priorities and how we seek to deliver on these. It also highlights feedback from our His Majesty’s Inspectorate of Probation inspection (May 2025).

     

    The report is coming to the Cabinet as it is part of the Terms and Conditions of the Youth Justice Board grant to all Youth Justice Services that the Youth Justice Plan goes through full Council.

     

    The Youth Justice Plan has been approved by the Youth Justice Service Board and has been shared with the Children, Schools and Families Scrutiny Committee.

    Islington and Camden Joint Cemetery Service Agreement (SC/2026/09)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report sets out a proposal to renew the shared partnership arrangement between Camden Council and Islington Council for the continued joint delivery of cemetery and cremation services through the Islington and Camden Cemetery Services (ICCS) for a further 10 year period.

     

    This decision is coming to Cabinet as it is a reserved decision for Cabinet.

    2026/27 Revenue Estimates and Council Tax Setting (CS/2026/06)

    Report of the Cabinet Member for Finance and Cost of Living

     

    The Medium Term Financial Strategy agreed by Cabinet in January 2023 not only took steps to ensure that the Council could continue to operate on a sound financial footing over the medium term, but also to align the Council’s limited resources to achieving our ambitions for our borough, residents and communities.

     

    The recommendations in this report build on the Council’s Medium Term Financial Strategy and will support the vision of We Make Camden, to make Camden a place where everyone has a chance to succeed, where nobody gets left behind, and where everybody has a voice.

     

    In summary, this report:

     

             Presents budget and funding proposals that will enable the Council to balance its budget in 2026/27 and utilise available resources towards the achievement of the outcomes set out in We Make Camden.

     

             Provides an update on the overall medium term financial position for the Council, including details from the multi-year Local Government Finance Settlement for 2026/27 to 2028/29 and other government announcements. It also provides an update on the main areas of financial risk, including the permanent budget pressures across social care and homeless services, as well as the challenging overall financial environment in which the Council is operating.

     

             Recommends a council tax increase of 4.99%, made up of:

     

             A rise of 2.99% in the 2026/27 core council tax level, to support Council funding at large, and;

             A rise of 2% from the levying of an Adult Social Care Precept, to support the Council in its response to the unprecedented demographic and demand pressures facing Adult Social Care.

     

             Sets out the required level of council tax income to balance the budget as £165,438,070 (inclusive of the Garden Squares levies), which equates to a proposed Camden element of council tax of £1,696.61 at the Band D level for residents not in Garden Squares.

     

             Sets out the Garden Squares levies for 2026/27.

     

             Sets out the proposed Greater London Authority precept at £510.51 for Band D properties, an increase of 4.10% on last year (subject to Greater London Authority approval of its draft budget), making the total council tax charge at Band D £2,207.12 for residents not in Garden Squares.

     

             Includes the Director of Finance’s assessment of the robustness of the budget and the adequacy of general balances available to manage financial risk.

     

             Recommends fees and charges for approval by Cabinet and by Council where required.

     

             Recommends a number of capital investments, including helping our high streets and small businesses to thrive, extending our programme to plant 4,000+ trees across the borough and the use of corporate resources to invest in Temporary Accommodation to support people and families at risk of homelessness, alongside updates on our existing retrofit at scale and Children's Social Care accommodation work.

    Treasury Management Strategy Statement 2026-27 (CS/2026/08)

    Report of the Cabinet Member for Finance and Cost of Living

     

    This report introduces the Treasury Management Strategy Statement (TMSS) for 2026/27, set out in Appendix 1, which outlines the Council’s approach to managing borrowing, investments, cashflow and treasury risks, in accordance with the Chartered Institute of Public Finance and Accountancy (CIPFA) Treasury Management Code and the Prudential Code.

     

    The following bullet points provide a summary of the key aspects of the report:

     

             The Treasury Management Strategy has been updated to reflect changes in statutory and professional guidance, including revised Minimum Revenue Provision (MRP) guidance effective from 1 April 2025 and updated lease accounting requirements under IFRS 16.

             The Council continues to operate within a prudent risk appetite, with security and liquidity remaining the primary objectives of the investment strategy.

             No new long-term external borrowing is currently planned; however, short term borrowing may be required during the period of the Strategy to manage forecast cashflow timing differences and maintain liquidity.

             The Council continues to make use of internal borrowing where appropriate, while recognising the increased importance of cashflow monitoring and liquidity management.

             The Council has a strong track record of operating within its approved treasury and prudential indicators, demonstrating effective governance and control.

     

    The report is coming to Cabinet and Council because it is a Chartered Institute of Public Finance and Accountancy (CIPFA) requirement for the Treasury Management Strategy to be agreed by those committees.

    Adoption of Kilburn Neighbourhood Plan (SC/2026/13)

    Report of the Cabinet Member for Planning and a Sustainable Camden

     

    This report seeks the ‘making’ (that is, adoption) of the Kilburn Neighbourhood Plan, following a successful local referendum. The Neighbourhood Plan, prepared by the Kilburn Neighbourhood Forum, relates to a cross boundary area (with Camden and Brent Council) covering the Kilburn wards in both boroughs, including Kilburn High Road. The Neighbourhood Plan will be used alongside the Council’s own documents to decide planning applications in the neighbourhood planning area.

     

    The report is being taken to Cabinet because the Council’s Constitution requires all of the Council’s development plan documents (which includes Neighbourhood Plans) to be agreed by Cabinet, recommending them to full Council for approval where appropriate. Functions of the full Council in the Constitution include adopting the policy framework, which includes the development plan. The Local Authorities (Functions and Responsibilities) (England) Regulations 2000 requires development plan documents to be adopted by full Council.

    Approval of the Procurement Strategy for the Supply of General Building Materials

    Report of the Cabinet Member for Better Homes

     

    This report sets out the proposed procurement strategy for the appointment of a building materials provider.  The provider will supply materials used to repair and maintain the Council’s Housing Stock, the materials will be provided to the Council’s depots and vans and will be used by the in-house team’s workshops.  By appointing a supplier through a competitive process, the costs of materials will have more clarity and because of the volume being purchased the Council will benefit from discounted prices and Social Value provided by the supplier.

     

    The report is coming to the Cabinet because the total contract value is expected to be above £10m and therefore the strategy to procure requires Cabinet approval.
