    This report provides an update on health protection issues and epidemiology in Camden.

    Pharmaceutical Needs Assessment 2025-28

    Report of the Director of Public Health. 

     

    The Pharmaceutical Needs Assessment (PNA) is a statutory document that evaluates the existing pharmaceutical services within a defined local area and identifies any current or anticipated gaps in service provision for the local population. PNAs must be reviewed and republished every three years or sooner if significant changes to the local pharmaceutical landscape occur.

     

    This item is an opportunity for the Health and Wellbeing Board to review the draft PNA report that went out for consultation on 16th June 2025 (included as an appendix to this report). The consultation will remain open for 60 days until 15th August 2025. The board is also asked to delegate authority to Kirsten Watters as Director of Public Health, to approve the final (post-consultation) report, ensuring publication of the final report by October 1st 2025.

    Camden Better Care Fund Plan 2025-26

    Report of the Director of Adult Social Care Strategy and Commissioning and Deputy DASS (Director of Adult Social Services).

     

    This report seeks Health and Wellbeing Board approval of the 2025-26 Better Care Fund (BCF) Plan.  The report sets out the integrated spending plan for the BCF pooled annual budget of Camden Council and North Central London ICB.  The total Camden BCF in 2025-26 is £44,900,088.

     

    The report provides an overview of the 2025-26 BCF Plan, which continues to act as a strategic enabler in the development of the Camden Integrated Care Partnership (ICP). The Plan includes proposed local targets for the national BCF metrics that measure the performance of the integrated health and care system and have been developed in partnership with social care and NHS colleagues.

     

    The Camden 2025-26 BCF Plan is largely a continuation of the expenditure plan for 2024-25 with some adjustments for inflation, and new allocations to further support Camden Rapid Response Service, in order to ensure more patients remain in the community for treatment of urgent conditions requiring immediate care.  The Department of Health and Social Care (DHSC) has indicated that there may be longer-term reform of the BCF following the planned 2025 publishing of the government’s 10 Year Health Plan, and in preparation review of current schemes will be underway in the coming months with NHS and social care colleagues.

    Short-Term Strategic Priorities

    Report of the Director of Public Health.

     

    The local partnership’s Joint Health and Wellbeing Strategy 2022-30 sets out three short-term priorities for action, and states that new priorities may be adopted in future in response to changing need. This report acknowledges progress so far on the existing priorities and sets out how work on them is being mainstreamed and will be carried forward.

     

    The report then proposes the adoption of three new short-term priorities for action, as recommended by the Director of Public Health. These are areas where either the contribution to premature morbidity and mortality is increasing or multi-agency focus and action would significantly shift the dial on progress towards reducing inequalities in healthy life expectancy.

    Work Programme of the Health and Wellbeing Board

    The Health and Wellbeing Board’s work programme is developed by Board members and partners, with oversight from the Chair of the Board and support from Camden strategy officers. The future programme is intended to be a working document and will be reviewed and agreed by the Board at every meeting. The Board is asked to note the draft programme and suggest items for inclusion at future meetings.
