  TERMS OF REFERENCE

   

  Resources and Corporate Performance Scrutiny Committee

  1. To scrutinise the strategic and corporate policies and performance of the Council.

   

  2. To assist the Cabinet in the development of the Council’s annual budget (capital and revenue) and to review and scrutinise the Council’s performance in relation to overall budgetary management.

   

  3. To scrutinise the provision, planning, financing, management and performance of the Corporate Services Directorate (excluding parking operations), and any other Council functions not otherwise addressed by any other Scrutiny Committee.

  Report of the Executive Directo Corporate Services.

   

  This report focusses on the performance over the year 2025-26 for each division across the Corporate Services Directorate. In this report, Council Directors have been asked to provide a narrative covering key areas of challenge, opportunity, and learning. 

    

  This report is divided into three main sections: 

  •          A summary table which highlights key responses from individual services for the year 2025/26 across each of the Corporate Services Directorate.    

  •          A more detailed narrative of those service responses

  Update on the Council's Medium Term Financial Position

  

  Report of the Cabinet Member for Finance and Cost of Living.

   

  This report provides an update on:

   

           The position of the Council’s Medium Term Financial Strategy (MTFS) and its overall financial resilience.

           The expected level of saving that will need to be delivered via the next MTFS (2027-2030) to ensure the Council remains financial resilient over the medium term.

           The Council’s revenue outturn position for the 2025/26 financial year and its proposed use of reserves.

           Those service areas and wider factors shaping the financial challenges facing the Council and our response to them.

           The Council’s capital outturn position for the 2025/26 financial year.

           The annual refresh of the Council’s capital budgets.
