    Webcasting of the Meeting

    Dockless Bike Hire Scheme - Progress Update 2025/26

    Report of Director of Environment and Sustainability.

     

    Dockless bike hire (DBH) operations, with a specific focus on parking/bay management, have been the focus of a number of previous Scrutiny reports, including in May 2023, January 2024 and most recently in February 2025. At the last of these meetings the Committee was provided with information on DBH operations to date and a variety of actions to be taken forward in 2025/26. This report provides the information requested previously and also key further updates on the dockless e-bike hire scheme in Camden accordingly. 

     

    This report has appendices, which contains information exempt within the meaning of Schedule 12A to the Local Government Act 1972 and is not for publication. The appendices have, therefore, been circulated to Committee Members only.

     

    If the Committee wishes to discuss the contents of a closed exempt appendix it may pass the proposed resolution identified at the end of the agenda to exclude members of the public and the press from the proceedings for that discussion.

    Advertising Boards (A-Boards)

    Report of Director of Environment and Sustainability.

     

    The report provides an update of a trial Pilot which we will be conducting in Goodge Street, in partnership with Royal National Institute of the Blind (RNIB), The Fitzrovia Partnership and other stakeholders to address the removal of Advertising Boards and de-clutter the street.

    Camden’s Get Active Programme (GAP)

    Report of the Director of Recreation and Public Safety and Director of Health and Wellbeing.

     

    There is clear and compelling evidence that being regularly active improves health, wellbeing and social connections, yet many people aren’t gaining all these benefits.  There is also very strong evidence that exercise is a vital part of treatment and recovery for a range of long-term health conditions, yet effective programmes that support people with long term conditions are generally not in place across the country. 

     

    The Get Active Programme was set up and piloted to meet these key needs in 2021. The programme enables personalised care and support through a series of appointments and contacts over six months with exercise and behaviour change specialists. Eligible individuals are identified by healthcare professionals and supported into community based physical activity opportunities.

     

    Ongoing evaluation shows that the programme is accessible to people from a range of demographic backgrounds and, crucially, supports inactive residents to increase and maintain their physical activity levels, which then positively impacts on their wellbeing and quality of life.  From our findings, we can expect nearly three quarters (73%) of people with long term conditions who were inactive when they started the programme to significantly increase their physical activity levels by 3 months, meeting physical activity recommendations: Nearly half (44%) of those who were inactive when starting the service were meeting the physical activity guidelines by 3 months (150+ minutes of physical activity a month), while 29% became fairly-active (between 30 and 149 minutes of activity a week). This is a major outcome, especially as the programme works with people who may need extensive support to gain an active habit.   

     

    The Get Active Programme is linked to the We Make Camden ambition of supporting “good health, wellbeing, and connection for everyone so that they can start well, live well, and age well”, as well as the shared priority for the NHS and the Council on addressing inequalities in health.

    The Get Active Programme is jointly led by Camden’s Leisure Service and Health & Wellbeing Department.  It has recently extended into more general practices and funding is being sought through the NHS to enable the programme to reach further.

    Insight, Learning and Impact Report Quarter 2/ Mid Year - Investment Place and Opportunity Directorate

    The report focusses on the performance in Quarter 2 (Q2) 2025-26 for each division across the Investment, Place and Opportunity Directorate. In this report, directors have been asked to provide a narrative covering key areas of challenge, opportunity, and learning. 

      

    The report is divided into three main sections: 

     

              A summary table which highlights key responses from individual services for Q2 2025/26 across each of the Investment, Place and Opportunity Directorate.?

              A more detailed narrative of those service responses  

              Appendix A contains the data dashboard.
