  Webcasting of the Meeting

   

  The Chair to announce the following: “In addition to the rights by law that the public and press have to record and film public meetings, I would like to remind everyone present that this meeting will be broadcast live by the Council to the Internet and can be viewed on our website for six months after the meeting.  After that time, webcasts are archived and can be made available on DVD upon request.

   

  If you are seated in the chamber it is likely that the Council’s cameras will capture your image and you are deemed to be consenting to being filmed and to the use of those images and sound recordings for webcasting and/or training purposes.  If you are addressing the Committee your contribution will be recorded and broadcast unless you have already indicated that you do not wish this to happen.

  Late Night Levy

  

  Report of the Director of Recreation and Public Safety

   

  The Late-Night Levy (LNL), introduced under the Police Reform and Social Responsibility Act 2011, enables licensing authorities to raise a financial contribution from premises licensed to sell alcohol between midnight and 6am. In 2023 the Government revised the LNL guidance to make LNL more flexible, better targeted and transparent. In response to the changes and a manifesto commitment to review the LNL, the council commissioned an external consultant to review the LNL.

   

  To review the LNL scheme, the council must show that late night activities are placing additional demands on policing, enforcement and public services.

   

  This report presents the findings of the independent review of Camden’s LNL, undertaken by SixTillSix Ltd and MAKE Associates, and presents options to the Licensing Committee on its future operation.

  Improving Disabled Access in Licensed Premises and Events Update

  

  Report of the Director of Recreation and Public Safety.

   

  Accessibility within licensed venues is directly relevant to the Licensing Committee, particularly in ensuring that premises operate in a manner consistent with the Council’s statutory duties and policy objectives under the Licensing Act 2003 and the Equality Act 2010. The Committee's role includes promoting the licensing objectives particularly public safety and the prevention of public nuisance, which encompasses ensuring that venues are safe, inclusive, and accessible to all members of the community. Accessibility also supports Camden Council’s wider corporate priorities around equality, diversity and inclusion, and contributes to fostering a vibrant and inclusive nighttime economy that serves our residents and visitors equitably.

   

  This report provides an update on the accessibility work carried out by officers and intentions for future plans and invites the Committee to comment on this work.
