2025 School Place Planning Report
Report of the Director of Education Commissioning and Inclusion.
The Council, as the statutory commissioner of school places, has a legal duty to ensure there is sufficient, high-quality and inclusive education provision in the borough for every child who needs a place. This includes ensuring both the sufficiency and quality of provision for pupils with Special Educational Needs and Disabilities (SEND). The Council must also manage the overall balance of school places to prevent surplus capacity that could undermine the viability of schools now or in the future, and it is considered best practice to target between 5-10% surplus places. In fulfilling these duties, the Council must also promote high standards of education and fair access to opportunity for all children and young people in Camden.
This annual report provides an update on the latest demographic trends in the borough and outlines the programme of work underway to maintain the sufficiency, quality and viability of Camden’s family of schools and provision for pupils with SEND.

Persistent Absence and Elective Home Education
Report of the Chief Executive, Camden Learning.
This report discusses the prevalence of persistent absence in Camden’s schools and an overview of our work to ensure education is inclusive for all children.
There has been an improvement Camden’s overall school attendance rate since 2022/23, however it remains lower than the comparable rates for Inner London and England schools.
In 2024-25, the percentage of pupils considered persistently absent reduced in Camden primary schools by 1% but increased in secondary schools by 3.2%. Camden’s persistent absence rate is higher than comparable national rates. Disadvantaged children are more like to be persistently absent from school.
The number of children who are elective home educated both in Camden and nationally has significantly increased over the last decade. In 2024/25 377 children were electively home educated. This has meant the need to adopt a risk and vulnerability-based approach to caseload management.
The Children’s Wellbeing and Schools Bill, which is before Parliament, has set out to introduce changes to policies, procedures and practice in these areas because of new duties and expectations. These are likely to constitute a new burden on local authorities.

This report provides information about complaints made to the Children’s statutory services in the London Borough of Camden during the twelve months between 1st April 2024 and 31st March 2025. It is a statutory requirement to produce an annual report which is published on the Council’s website.
