  Procurement strategy for the Camden rough sleeping outreach service (formerly Routes Off the Streets

  

  Report of the Cabinet Member for Safer Communities

   

  This report sets out a proposed approach to the recommissioning of the Camden Outreach Service currently known as Routes Off the Street (RTS) service. The outreach services are Camden’s core delivery supporting people rough sleeping within the borough. The service is delivered through a multi-disciplinary hub and assertive outreach model and works to achieve the following outcomes:

   

  1.     Support people rough sleeping to rapidly access appropriate services and sustainable accommodation solutions 

  2.     Increase the wellbeing of and minimise harms to people rough sleeping in Camden

  3.     Reduce rough sleeping across Camden

  4.     Coordinate an integrated response for people with multiple disadvantage that relieves their homelessness

   

  The current contract is due to expire on 31st March 2026 with no provision to extend further. The strategy recommends recommissioning the current model with specific changes and additions from its current specification. The contract is proposed for a duration of 72 months at the sole discretion of the Council. The estimated total value of all contracts including extension is £10,416,000.

   

  An Open procedure will be used to procure this service in accordance with the Procurement Act 2023 to procure contracts for these services. The process will incorporate responses to service specific scenarios, rota and staffing structures, the approach to equality, diversity and inclusion, and lived experience involvement.

   

  The report is being submitted to the Cabinet in line with Contract Standing Orders, which stated that the Cabinet must agree procurement strategies for contracts over £5,000,000 (CSO C4.1).

  Draft Homelessness and Rough Sleeping Strategy 2025 - 30

  

  Report of the Director of Housing
   

  This report introduces Camden’s draft Homelessness and Rough Sleeping Strategy 2025-2030, building on the previous Strategy in 2019-2024.

   

  The Strategy is a statutory requirement for local authorities, arising from the Homelessness Reduction Act 2017 and reiterated in guidance provided by the Ministry of Housing, Communities and Local Government (MHCLG). The statutory consultation for the draft Strategy is live, starting on 23 June and closing on 29 September 2025. Following consultation with residents, service users, providers, Housing Scrutiny and other stakeholders, the draft Strategy will be reviewed and presented to Cabinet for consideration on 10 December 2025.

  Housing Investment Strategy update

  

  Report of the Director of Property Management

   

  This report provides an update on the implementation of the Housing Investment Strategy; this strategy outlined the Council’s ambitions on the delivery and acquisition of homes with ambitions and on stock improvement. This is because these ambitions combine to meet our We Make Camden ambition that the borough has enough ‘decent, safe, warm and family-friendly housing to support our communities’.

   

  The report presents:

   

  •                     an update on the capital investment programme, including new projects commissioned for the 25/26 financial year

  •                     an update on Decent Homes compliance and stock condition surveys

  •                     an update on the Quality Homes, Family Friendly and acquisition   programmes.
