Hybrid Meetings Guidance
Report of the Managing Director. Since face-to face meetings restarted following the COVID-19 pandemic, Members have agreed a hybrid meetings procedure at the start of every Authority and committee meeting, whereby Standing Orders are to be interpreted in light of the guidance note. This report recommends amending Standing Orders so that the procedure applies automatically to all meetings.

Membership of Committees: Update
Report of the Managing Director. This report notes that nominations to committees and working groups had not been agreed for the Enfield Members by the AGM and sets out proposed appointments to the vacancies.

Services Update
Report of the Head of Strategy and Services. This report informs Members about the latest operational activities, including tonnages managed of various waste streams, destinations for the Authority’s recycling and specialist recycling initiatives to increase the range of materials which are recycled in north London.

Improving the Way NLWA Manages Waste Data
Report of the Director of Corporate Services. This report provides an overview of how the Authority currently manages waste data, including the limitations of the current version of the Waste Data Management System (WDMS). The paper outlines the benefits of upgrading WDMS, such as improved accuracy, timeliness and transparency of data, and the progress made on upgrading WDMS.

Report of the Managing Director. This report provides an update on the development of a longterm replacement for Hendon Waste Transfer Station and Rail Head.

Consultations and Policy Update
Report of the Managing Director. This report provides an update on Government consultations and policies that have a potential to impact Authority operations or activities. Specifically, the report provides an update on changes from the Department for Environment, Food and Rural Affairs (Defra) to the timescales for waste reforms, and updates on the inclusion of Energy from Waste (EfW) in the United Kingdom Emissions Trading Scheme (UK ETS). The report references the National Audit Office’s investigation and Public Accounts Committee’s Inquiry into Defra’s waste reform management. It also provides an update on the Authority’s recent response to a Defra consultation on the ban on biodegradable waste to landfill.

Report of the Head of Strategy and Services. This report provides a summary of progress towards a new North London Joint Waste Strategy (NLJWS). It sets out the intended focus and scope of this document, and an overview of ongoing workstreams.

North London Heat and Power Project Update and Reports
Report of the Managing Director. This report provides the Authority with an update on progress of the North London Heat and Power Project (NLHPP), including the Energy Recovery Facility (ERF).

Finance Update
Report of the Financial Adviser. This report provides an update on the Authority’s financial position for 2023/24 and an initial indicative budget and levy forecast for 2024/25. The report also includes the Auditor’s Annual Report which concludes the 2020/21 audit, provides an update for the final accounts for 2021/22 and the plan for the audit of the statements. In addition, the report advises of a change to the outturn for 2022/23 and the adjustment to the opening balances for each borough in 2023/24.
