Governance of LondonEnergy Ltd
Report of the Managing Director. This provides a regular report on the Governance of LondonEnergy Ltd. The Authority is the 100% shareholder of the company. This report covers the company’s performance from July to September 2023. It also includes the company’s proposed budget for its financial year 1 January 2024 to 31 December 2024, for which Authority approval is required under the shareholder agreement. The report also updates on the position on board appointments. There is an exempt from publication appendix to this report. Should the Authority wish to discuss the appendix, it will be asked to pass the following resolution: “THAT the press and public be excluded from the proceedings of the North London Waste Authority on 14th December 2023 during consideration of the exempt appendix, on the basis that, were members of the public to be present, there would be disclosure of exempt information as defined in Schedule 12A to the Local Government Act 1972, as amended. Specifically: Exempt Information Category 3 – Information relating to the financial or business affairs of any particular person, including the authority holding that information, and not required to be registered under various statutes: the reasons why the public interest favours withholding the information are that the release of such information would prejudice the Authority’s conduct of a commercial operation OR because the disclosure of the information is likely to prejudice the commercial interests of the Authority and organisations engaged in commercial activities as (Pages 21 - 56) the information related to commercial activities that are conducted in a competitive environment”. -

Waste Prevention Update
Report of the Head of Strategic Communications This paper is an update on the delivery of the North London Waste Prevention Plan, which was published in January 2023. This paper gives an update on the projects which have launched or are in development. Projects are steered by the Members’ Recycling Working Group and delivered with borough officers. In 2023/24, the North London Community Fund was increased to £250,000. This has mobilised a large number of positive activities and initiatives by grass roots organisations. Officers are recommending that the Community Fund should proceed on the basis that £250,000 should continue to be provided in 2024/25 and 2025/26. This will allow longer term waste prevention projects to be funded, increasing the impact of the fund. -

Finance Update
Report of the Finance Adviser. This report provides an update on the Authority’s finances and forecast outturn at the end of March 2024. In addition, it provides a bottom-up assessment of the budget and resource requirements for 2024/25 and considers the balances that may be available to support the 2024/25 levy. The report also includes an appendix which contains the Auditor’s Annual Strategy Memorandum for the audit of the 2021/22 statement of accounts which has now commenced. -

Consultation and Policy Update
Report of the Managing Director. This report provides an update on national policy developments and consultations. Specifically, the report provides details of: A. The Government’s “Simpler Recycling” waste reforms announced on 21 October 2023 and the Authority’s response to two related consultations launched at that time. B. The consultation on “Creating a Smoke free Generation and tackling youth vaping” launched on 12 October which seeks views on a potential to ban disposable vapes and other restrictions that may reduce their use. C. The consultation on the “Ban of the manufacture, supply and sale of wet wipes containing plastics”. -
